In a May 7,1998, letter, Northeast Nuclear Energy Company requested a license amendment to revise the Millstone Unit 3 licensing basis related to the reactor water storage tank (RWST).

l The proposed revision to the Millstone Unit 3 licensing basis would address the addition of the

- dose from RWST backleakage into the design basis loss-of-coolant accident analysis, and Chapter 15 of the Final Safety Analysis Report.

Insert 2 to the proposed license amendment request states that the reactor water storage tank (RWST) backleakage leak rate is 0.1 to 0.9 gallon per minute. Explain how these leak rates were determined and modeled in the dose calculation.

2.

What X/Q values were used in the calculations for the RWST backleakage contribution to the excuision area boundam/, low population zone, and control room doses? Provide the methodology used to determine these X/Q values.

3.

What is the basis for solar-induced tank venting? Is it conservative for all conditions (winter / summer)?

4.

What is the value of tank venting flow versus time?

5.

Does backleakage enter the RWST below the expected water level during the postulated accidents?

- If the answer is no, justify the iodine decontamination factor of 100.

6.

Is the backleakage flow rate based on maximum differential pressure across leaking valves for all accident conditions (e.g., worst-case pump combinations)?

7.

How does the loss-of coolant accident dose analysis referred to in your Millstone Unit 2 license amendment request of September 28,1998, affect this analysis / amendment request?
