WPPSS Nuclear Project No. 1 Docket No. 50-460 13.0 Conduct of Operations 13.1 It appears from Figure 13.2-1 of your PSAR that no licensed operator candidates will be scheduled to complete the examination eligibility requirements to obtain their R0 license prior to fuel loading.
It is expected that your technical specifications will require a shift crew of not less than three licensed operators (including not less than one SRO) plus additional unlicensed personnel. Your training program should be sLcuctured so that sufficient licensed personnel will be available when the technical specifications are issued at the commence-ment of fuel loading.
13.2 Regulatory Guide 1.17, dated June 1973, identifies the regulatory position on protection against industrial sabotage which includes provisions for consideration and implementation during the design phase.
Indicate your position relative to conforming to the applicable Regulatory position, particularly Section C.3., and ANSI N18.17, Section 5.
In addition, provide a description of how you plan to implement these or equivalent provisions.
