Dear Mr. Keppler:

This letter is in response to the inspection conducted by Messrs.

Z. Falevits and K. Tani on April 23-25, 1985, of activities at LaSalle County Station. Reference (a) indicated that certain activities appeared to be in noncompliance with NRC requirements. The Commonwealth Edison Company's response to the Notice of Violation was provided in the Reference (b).

This letter amends Page 5 of Reference (b) in accordance with our telephone calls of September 12 and 16,1985 with Mr. C. Williams and K.

Tani, respectively. We understand that with the attached rewording of Item 4 in our June 20, 1985 response, you will ccnsider withdrawing that Item of Noncompliance.

If you have any further questions regarding this matter, please direct them to this office.

_10 CFR.50. Appendix B, Criterion 10, as implemented by CECO Quality Assurance Manual, Section 10.1 requires that individuals performing inspection shall have necessary qualifications and shall be independent of-the individual. directly responsible for performing the specific activity.

Contrary to.the.above, the NRC inspector observed during a review of traveler No. A-LS-1, Revision 1, dated October 14, 1981, that the individual who performed the replacement of safety-related HFA relay coils also performed the required QC inspection.

CORRECTION ACTION'TAKEN AND RESULTS ACHIEVED General Electric Procedure LSCS-1, Paragraphs 6.0. and 7.2.1 required a

'100% QC verification of HFA relay coil replacement. This verification was documented on Traveler A-LS-1 by the QC inspector's signature on crutical parameters of the process (mounting screw torque and contact continuity). The QC inspector also signed documenting acceptance of the entire-job..This QC inspector was, in all cases, different from the individual who performed the relay replacement and calibration, and signed the production portion of' Traveler A-LS-1.

Therefore, Procedure LSCS-1 and Traveler A-LS-1 document a 100% QC verification of a

. production function.

CORRECTIVE-ACTION-TAKEN-TO AVOID FURTHER NONCOWLIANCE Procedure LSCS-1 and traveler A-LS-1 document a 100% QC verification of a production function. No further action is required.
