OF MEETING HELD ON NOVEMBER 24,1997, WITH :

NEl TO DISCUSS ISSUES RELATCC TO THE UPDATED FSAR On November 24,1997,' the staff held a public meeting with the Nuclear Energy Inst 4ute (NEI) at NRC headquarters in Rockville, Maryland. The purpose of this meeting was 6 aiscuss ;

issues related to updated Final Safety Analysis Reports (FSARs) and, in particular, providei preliminary staff comments concoming the NEl draft guidance on updebo PGARs included in a letter dated November 14,1997i The requirements for updating FSARs are in 10 CFR 50.71(e)

The staff noted that the draft NEl guidance was a good starting point for establishing the.

content of updated FSARs, especially considering the brief schedule under which it was preparedL The NEl representatives stated that they desired that the staff endorse an industry-

guidance document in a regulatory guide. The staff's preliminary concems with the current ;

draft NEl guidance were that rulemaking may be necessary in order for the staff to endorse the guidance The staff stated that the draft guidance was too narrow in terms of what types of-

. analyses must be considered for inclusion in the updated FSAR. In addition, the staff stated that the Supplementary Information for the update rule (45 FR 30614, May 9,1980) constrains L

.what information could be removed without rulemaking.

The staff described their tentative plans to issue a proposed generic letter for public comment in '

early 1998, The proposed generic letter would provide guidance for licensees to use to update

._ their FSARs in the near term. The guidance in the proposed generic letter would be consistent

with the existing language in the update rule and its Supplementary information. Therefore,' in comparison to the draft NEl guidance document, the proposed generic letter would be more -

L inclusive in terms of types of analyses that must be considered when updating the FSAR, and more restrictive regarding what information could be removed. As an attemative to removale the staff stated that because the rule provided flexibility on the format of the updated FSAR, the l

proposed generic letter may provide guidance for licensees to relocate certain historical information or drawings into separate volumes or appendices if desired.
