DEC 7 E73 Docket No. 50-460 Note to A. Giambusso THRUt R. C. DeYoung POTENTIAL FOR REthCATION OP WASHINGTON PUBLIC POWER SUPPLY SYSTDi (WPPSS)
WNP-1 NUCLEAR PLANT I received a call on December 4, 1973 from R. Chitvood, Licensing Manager for WPPSS. Their organization has received information leading them to believe that the Bonneville Power Administration (BPA), of which UPPSS is a member, has been or will be asked to consider the continued utilization of existing Hanford N-reactor power until sometime past the now planned 1977 shutdown date. This would preclude current WNP-1 construction plans at that site, and WPPSS might conside r moving WNP-1 to the Hanford 2 site.
WPPSS managernent understands that the inquiry to BPA may be from Senator Jackson, and is made in the interest of avoiding the loss of power generation capacity represented by the N-reactor, during the years 1977 through 1980.
The only public mention of the inquiry to BPA has been newspaper articles in the Richland Tri-City Herald on November 29 and 30, and WPPSS has as yet no official confirmation of any inquiry to BPA. We are maintaining close ties with WPPSS and the local news media in order to keep abreast of this situation.
The applicant feels that the current review schedule is necessary and realistic even if WNP-1 were moved to the Hanford 2 location. Since the
'atter site has so recently been approved for construction of Hanford 2, telatively little extra work would be necessary other than examination of geologic conditions in the immediata. vicinity of the additional Class 1 structures. WPPSS management feels that a licensing slip of up to 6 months in the CP review could be absorbed in their overall construction program and still permit a 1980 startup of WNP-1 at the Hanford 2 site.
In vf.ew of the above, I feel that the current review schedule should be vigorously pursued until developments warrant a change. We will keep you informed as further information becomes available.
