In accordance with UNC Naval Products Purchase Ordet No. 160567, dated October 13, 1993, and with the scope of work of our agreement dated August 26,1995, GZA GeoEnvironmental, Inc. (GZA) has completed the 1997 (fourth) round of a limited annual groundwater sampling program at United Nuclear's Charlestown, Rhode Island facility. The I
purpose of the sampling program is to monitor nitrate, gross beta and Strontium 90, and in limited cases Technetium 99, concentrations in the groundwater samples collected at the site.
This report transmits tabulated analytical results for the Fall 1997 sampling round.
WORK SCOPE The scope of our work included the following tasks:

Decernber 8,1997 File No. 3!516 Page 2 RESULTS The results of our field screening, provided on Table 1, indicate that the pil measurements ranged from 5.2 to 8.1 standard units. In general terms, these results fall within the range typically observed in Rhode Ishnd groundwaters. Specific conductivity values ranged from 62 uS/cm to 569 uS/cm. llackground values in Rhode Island are typically less than 200 uS/cm. A comparison of these data and nitrate concentrations, see Table 2, shows a direct correlation between these nitrate and specific conductivity. We also note that only three of I
the ten samples exceed the EPA MCL of 10 mg/l with the highest nitrate concentrations observed in sarnples collected from well CllW 519.
The trend of decreasing nitrate concentrations with time appears to continue in samples collected fmm each locatics which exceeds the MCL for nitrate (i.e, CilW-440, CllW-519, and CilW 523).

Gross beta values ranging from approximately 2.25 to 45 pCi/L are sununarized on Table 3.
Only one of the 10 samples, the one collected from wel: CilW 519, exhibited a gross beta concentration of greater than the EPA guideline of 50 pCi/L (and only when applying the I
maximum level of analytical uncertainty to the sampling results). Additional analysis of this sample 'or Strontium 90, sea Table 4 reveals that Strontium 90 is responsible for less than 10 percent of the reported gross beta activity. A sample collected from this well was also analyzed for Technetium 99. That analysis, see Table 5, substantiates the results of the Nuclear Regulatory Commission's (NRC) 1993 stuuy which indicated that Technetium 99 is the primary source of elevated beta activity at the site.
GROUNDWATER SAMPLING Attachment A provides a field sketch depicting approximate monitoring well h> cations, and Table I summarizes pertinent well specific field measurement and field screening data obtained during the 1997 monitoring round. On September 30,1997, G7A engineer Stephen I
Kline and G7A field technician Dave Capacchione visited the site to perform the Fall 1997 groundwater s:unpling. No representative from the Rhode Island Department of Environmental Management (RIDEM) was on-site during this round to split samples or I
document sampling methods.
I As noted during the 1995 sampling round, the depth of the water table at four wells (CllW-518, -519 and $25),ecessitated the use of a gas-drive, double valve pump for sampling. This technique conforms to the EPA Region I low-flow sampling requirements (SOP #: GW 0001, I
revised July 30, 1996) and is acceptable to RIDEM. To reduce the likelihood of cross contamination, the sampling preceded from wells where groundwater was believed to have the lowest concentrations to those with higher concentrations (i.e., CllW-518, CilW-525, and finally CilW 519). Due to the integrated inflatable packer assembly, G7.A was able to isolate the screened interval of each well and purge three volumes of the standing water from only this screened zone. We positioned the pump intake assembly approximately 6 inches off the bottom of each well to create a 5-foot purging / sampling zone. Packer inflation pre 3sures were regulated to maintain a well seal and to balance against the hydrostatic pressure of the I

December 8,1997 File No. 31516 Page 3 water column. After sampling CllW-519, an equipment blank of distilled water (designated CllW 100) was taken of the gas-drive pump after it had been decontaminated.
Five small diameter (0.38 inch diameter) monitoring wells (designated RIW-657, 658, 663, RlW-667, and -670) were sampled using peristahic pumps. Clean, dedicated tubing was used to sample cach well to minimize the risk of cross-containination. Three times the initial volume of the groundwater within each well was evacuated to remove stagnant water, and the wells were allowed to recharge prior to sampling. GZA also sampled two 1.25 inch diameter wells (designated CilW-440 and CilW 523) using a peristaltic pump. A blind duplicate of the sample from monitoring well CllW-440 was obtained and designated CllW 200.
Nitrate samples were collected in laboratory preserved 250-ml polyethylene bottles provided by RIDott. The nitrate sampics were kept cool until their delivery to RIDOll's laboratory ir q
Providence, Rhode Island. The radioactive analysis samples were collected in one cleen,1-b gallon llDPE plastic bottles. The samples for radioactivity analysis were shipped to the CTDoll's laboratory in llartford, Connecticut. Dased on historical sampling data results, I
duplicate samples were taken from program well CllW 519. This location was considered to have the greatest probability of exceeding the regulatory limit of 50 pCi/L for gross beta emissions. CllW 519 was sampled for an additional 2 liters o?grour.dwater and preserved with 0.1 mohtr nitric acid. The duplicate sample was shipped to Thermo clUtech to determine major radioactive constituents contributing to gross beta activity.
l QUALITY ASSUltANCE/ QUALITY CONTROL All samples were collected and transported to the laboratories in accordance with project l
plans. A review of field control samples reveals no Geld or laboratory deficiencies of signincance. In addition, only background concentrations of target analytes were detected in the Geld blank of the gas-drive pump indicating proper decontamination procedures were employed.
LAllOltATOltY ANAL,YSES In accordance with the UNC groundwater monitoring program revised October 7,1994, nitrate analyses were performed by RfDull, and gross beta and Strontium 90 analyses were performed by CTDOll.
The testing program was developed in accordance with the requirements of the UNC/RIDEM Consent Agreement, Exhibit A
" Groundwater Monitoring Program."
Table 2 provides a tabular summary of the nitrate testing results. Tne gross beta and Strrmtium 90 testing results are summarized on Table 3 and Table 4, respectively. Laboratory en ites of analysis and chain-of-custody documentation are presented in Attachment B.

The testing results for Technetium 99 are presented on Table 5.
l 1 IMITATIONS We collected samples in accordance with project prxedures which reflect the practices being used in New England for this type of environmental work by regulawry agencies and other professionals. Our review of QA/QC information provided by the laboratories indicated no reasons for concern, however, we did not provide independent data validation services.

SUMMARY

E The results of the bacterial examination were satisfactory.

Your attention is called to the presence of coliform bacteria.
