Dear Mr. Collins:
In Reference 1, wc transmitted a revision to the Duane Arnold Energy Center (DAEC)
Security Plan. That revision described a number of changes. In Reference 2, your staff at Region III provided the results of an initial review of those changes, stating that some would be referred to headquarters for further review.
This letter transmits additional changes to the DAEC Security Plan and includes either revisions to eliminate some of the concerns documented in Reference 2, or further information to aid in your review of those issues.
This Security Plan Change (SPC-35) has been reviewed in accordance with the requirements of 10 CFR 50.54(p). We have determined that none of the changes decreases the effectiveness of the DAEC Security Plan. A description of the changes is included in Attachment I and cur evaluation of the changes is included in Attachment 2. also includes the aforementioned information intended to aid in reviewing
