Dear Mr. Lacker:
Our office is in receipt of your March 19, 1986 letter transmitting the draf t document " Environmental Assessment of Irrigation Disposal of Byproduct Fluids from In Situ Uranium Mines in Texas." The staff review indicates that the document is well prepared and contains an objective and scientific overview of the proposal.
In concept, the disposal of contaminated fluids by way of irrigation is not in keeping with the Commission's objectives of limiting radiological releases to the environment.
In this respect, our office would not be in a position to support the disposal of " byproduct fluids" through the use of irrigation. The potential health risks associated with elevated levels of radium in disposal fields is contrary to the intent of numerous Federal regulations.
-We appreciate this opportunity to comment on your draft report.
It is my h,
understanding that NRC's Division of Waste Management will also be forwarding comments on the subject report.
Should you have any questions concerning our office's response, do not hesitate to contact me.
Sincerely, I5l R. Dale Smith, Director Uranium Recovery Field Office Region IV m
