October 21, 1992, notifying the Commission-of your interest in becoming an Agreement State. The NRC staff has-initiated discussions with your staff l
regarding the necessary actions and the schedule for the State of Oklahoma to
. l become an Agreement State. Also, the NRC has provided training, technical j
assistance, and assistance in reviewing enabling legislation to your present staff. We will continue to provide the necessary assistance, including the 4
review of regulations.. I have asked Carlton Kammerer. Director. Office of State Programs, to coordinate the NRC efforts in our negotiations with 1

The Sequoyah Fuels facility in Gore, Oklahoma, is a'special fuel cycle
-facility. Although agreements generally cover source material licenses, there are exceptions.- The Sequoyah facility is one of two uranium conversion facilities in the country and national defense and security considerations may make it appropriate for NRC to retain licensing responsibility.
I note that the.NRC retained responsibility for the other conversion facility,. Allied-Signal, at Metropolis when Illinois became an. Agreement State. We are aware of the recent announcement by Sequoyah Fuels regarding future operations.
Thus, the issue of the regulatory responsibility for the Sequoyah fuels facility under a future Oklahoma Agreement is being reviewed and will. be included in our negotiations.
