Ad IIoc Working Group on Scientific and Technical InforTnation I am writing to invite your participation in a new Ad Iloc Working Group on Scientific and Tecimical Information (WGSTI), which will report directly to the Federal Coordinating Council for Science, Engineering and Technology (FCCSET). He Ad Iloc Working Group has been established to review and assess current federal approaches to dealing with scientific and technical infortnation and recommend necessary modifications, he Working Group is to assemble infonnation and perspectives la order to develop a consistent and coordinated federal approach to the management of scientific and technical information.
As steps in this process, the Working Group will undertake the following tasks:
Define the scope of scientific and tecimical inforination issues that will be addressed by the Working Group; Examine current Federal agency policies and practices for dealing with scientific and technical infortnation.
De examination will include a review of the current authorities - from legislation, Executive Orders, and the like - that underlie the agency policies and practices.
Review recent recommendations from both public and private sources on the handling of scientific and technical information.
Identify the need (if any) for additional legislation, Executive Orders, or other mechanisms to establish a common policy across all agencies.

as possible.
I hope that you will accept this invitation and that you will name a senior policy ofncial, preferably at a level equivalent to an assistant secretary or higher, to be a member of the FCCSET Ad Iloc Working Group.
