- I approve staffs plan to publish the draft agreement with the State of Arizona for a thirty-day commet period in the Federal Reoister. The information derived from the pilot program will be essential in determining the feasibility of entering into agreement with the State of Arizona and other interested States. Though the cost savings from an agreement with the State of Arizona may be small, it is my belief that significant cost savings could be realized if NRC enters into future agreeniants with other States, particularly those that have a large numbei of Federallicensees,
