Bulletin 85-03 described " Motor-Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings". This bulletin requested a response to Item a and the program and completion schedule for Items b through d.

By this letter, Philadelphia Electric Company is notifying you that we are participating in the BWROG Commit-tee on I.E.

Bulletin 85-03 and requesting an extension of the May 14, 1986 due date.

In order to have a sound technical basis for plant-unique testing and analysis at Limerick 2, we are working with the BWROG Committee on I.E.

Bulletin 85-03 to develop a scope of systems, range of events, and associated set of assumptions.

The BWROG Committee on I.E.

Bulletin 85-03 is scheduled to complete its existing scope of work by Saptember 1, 1986.

We therefore request an exemption from the Bulletin Icquired response date of May 14, 1986.

The Philadelphia Electric Co. response will be provided within 60 days after NRC acceptance of the BWROG Committee position correspondence on I.E.Bulletin 85-03.
