TASK ORDER NO.1 ENTITLED ' REVIEW OF CONTINGENCY PLANNING FOR CATEGORY I FUEL FABRICATION FACILITIES" UNDER CONTRACT NRC-02-98-006 in accordance with Section G.5, Task Order ProcedurgLs, of the subject contract, this letter definitizes Task Order No.1. This effort shall be performed in accordance with the enclosed Statement of Work.

Task Order No.1 shall be in effect from December 15,1998 to January 15,2000. The total cost plus fixed fee for this task order is $183,293 in which the amount of $170,538 represents the reimbursable costs, and the amount of $12,755 represents the fixed fee.

Funds in the amount of $183,293 are obligated to fully fLnd this task order.

1. Obiective: I l

The objective of this task is to provide a review of Regulatory Guide 5.55, Standard Format and Content ofSafeguards Contingency Plansfor Category IFuel Cycle Facilities, and its associated l'

regulatory base, Appendix C to Part 73 of Title 10 of the Code of Federal Regulations (10 CFR Part 73), and recommend changes to the guide and regulation in order to simplify and I make more user-friendly physical protection contingency plans. Licensees have notified NRC that the plans are cumbersome and inefficient and have requested a revised format for their physical protection contingency plans.

2. Period of Performance:

The period of performance for the work specified in this task order shall commence on the effective date of this task order and shall continue for appiuximately 13 months.

3. Scone of Work:

The contractor shall provide a review of Regulatory Guide 5.55, Standard Format and Content ofSafeguards Contingency Plansfor Category I Fuel Cycle Facilities, and its associated regulatory base, Appendix C to 10 CFR Part 73. The review will result in recommendations on

1) hcw the regulatory guide can best be reviced, under the existing regulatory structure, to make more efficient and user-friendly resulting contingency plans and 2) provide recommendations on possible rule changes that would result in simpler more efficient contingency planning along with a recommended revised structure for a regulatory guide supporting such changes. Further, the contractor shall recommend revisions and suggested text for a standard review plan, based on the existing regulatory structure, in a new modular format recently developed by NRC. This formal report with a standard review plan format for Category I fuel cycle licensees would be used as a multi-purpose document and encompass the scope of a standard format and content guide. This document would be used as an interim document pending any needed rule revision.

l 5. Meetinas and Travel:

i All travel associated with this task order shall be approved in advance. All such travel shall result in trip reports, which may be issued separately or as part of the next monthly letter status ,

report. Copies of separately issued trip reports shall be submitted within 15 days of the l

completion of travel.' It is estimated that a minimum of 3 trips to NRC Headquarters, or its immediate vicinity, will be needed for the purpose of: (1) discussions with NRC on work requirements of each task order, prior to commencing work; and (2) discussions with NRC on development of contractor products as circumstances warrant. When practical, telephonic conference calls shall be held in lieu of meetings at NRC Headquarters.

} 6. Deliverable Products / Schedule:

The contractor shall prepare all deliverables in Wordperfect 6.1, unless directed otherwise, and submit this to the NRC with a paper and disk copy as detailed in the schedule below. Draft  ;
