REQUEST FOR TRANSFER OF LEAD RESPONSIBILITY FOR RESPONDING TO REQUEST FOR ASLB HEARING BY SMUD RATEPAYERS' ASSOCIATION By letter dated March 6, 1986, (copy attached), the SMUD Ratepayers' Association (Association), made a request for an Atomic Safety and Licensing Board (ASLB) hearing on the Rancho Seco plant.

On March 20, 1986, G. N. Cook, Senior Public Affairs Officer, RV, talked by telephone to Ms. Deborah Henning, Vice Chairman of the Association, regarding the Association's request for public hearing. At that time an invitation was extended to Ms. Henning to attend the public meeting held by the staff at the Rancho Seco site on March 24 and 25, 1986. This invitation was confirmed by telegram, the text of which is attached, that same day.

No representative of the Association attended the meeting between the staff and the licensee on March 24 and 25.

I understand there have been recent discussions by telephone between Frank Miraglia of your staff and Ms. Anna D. Price, Chairman of the Association, regarding the Association's continuing interest in an ASLB hearing on Rancho Seco.

The purpose of this memorandum is to request that your office, having been assigned the overall lead responsibility by EDO for staff actions relating to facility restart, assume lead responsibility for responding to the SMUD Ratepayers' Association request for ASLB hearing.

Jess Crews of my staff discussed this matter with Frank Miraglia on April 2, 1986. Lewis Sho11enberger, Regional Attorney, has also discussed the Association's request with Stephen Burns of the Office of ELD.
