I QUESTIONS AND ANSWERS TO

\\d tEC LETTER DATED 2/28/86 The RCC-4 Series crawings are the only drawings that were revised for the submittal of the renewal application of Certificate of Corrp11ance numoer 5450.

These drawings were prepared to identify those items that are essential to the safe shipment of the RCC-4 packaging.

All other items that are not cescribed are considered to be only of proauct quality concern.

A planned future amenament to this Certificate of Compliance will incorporate revisions to the drawings for RCC, RCC-1, RCC-2, and RCC-3 packagings to describe only the safety related items cased on the acceptability of tne arawings included in this renewal application.

Question:

Additional dimensional detail should be given on Drawing No.1569E24 to support the discussion on neutron aosorber plates (Section 1.2, page 4).

The method of retaining the absorber plates in the packaging structure should also be shown.

Answer:

Additional cetail is shown on Drawings SKE-85004, sheets 1 and 2.

This information is shown in the addition of a oullet 17 that shows

[m) the track in which the neutron absorber plate is positioned between l

the 1.5 in, square bar and the strong oack frame as cescribed in Section 1.2, page 4.

l The method for retaining the absorber plates in the packaging as well as a aescription of alternate neutron aosarcer plate material is defined on drawing SKE-85003.

In addition, the revised bill of materials ana adaed drawing notes on SKE-85003 provice a complete j

specification for the neutron absorber plates.

Question:

The packaging drawings should note the use of alternate neutron absorber plate material as discussed in Section 1.2, page 5.

Question:

To be consistent with the request for the packaging to be certified by the U.S. Department of Transportation for international transport,

the consolidated application shoulo De revised to adaress the K.

requirements of current 10CFR Part 71.

For example, Section 2.6,

ON Normal Conditions of Transport, should refer to IOCFR 71.71 and the conditions addressed should be revised accoroingly.

It is noted that current regulations do not require the analysis given in Attachments 5, 6, 13 and 14.

Answer Section 2.6, Normal Conditions of Transport, has oeen reviseo to refer to 10CFR 71.71 ano to adoress the evaluation of the conditions given in the regulations.

Although the current regulations do not require the analyses presented in Attachments 5, 6, 13 and 14, these have been left in the application for the present.

Question:

Section 2.7.5, page 13, discusses the number of shock mounts useo in each of the containers.

The packaging orawings snould be reviseo to agree with the discussion. There are no shock mounts shown or called for on the RCC-4 packaging drawings.

Answer:

Drawing SKE-86004 discusses the maximum number of shock mounts to be used in the RCC-4 packaging.

These shock mounts are considered to have failed as a result of the accident criteria and therefore not considered to be present for the nuclear criticality safety l

analysis.

The shock mounts are therefore considered to assure product quality and are therefore, shown only for informational l

purposes only.

Question:

Attachment 8,

RCC-4 shipping container top and bottom support analysis contains numerous sketches which reference various Westinghouse drawings which are not part of the application.

The sketches should reference the appropriate packaging that was provided with the application and the packaging drawing should contain the information which is pertinent to the analysis, i.e.,

material specifications, weld joint sizes, and dimensions.

Answer:

The drawings described in Attachment 8 have been revised and suomitted to provide additional container top and bottom detail for the indiosted respective analysis.

These drawings were revised as sketches.

The crawings describe in detail the material specifications, weld joint sizes, and component dimensions.

These drawing numoers are SKO-86008 (Sheet 3),

SKO-86009, SKD-86010, SKO-86012 and SKC-860ll.

Question: 8, authorized package contents, page 18.4.

The entry for maximum kgs. of U-235 per element should De corrected to agree with the present condition in the certificate of compliance (16.6 shoula be 20.7).

Answer:

The typographical error has been corrected.

In addition, corrections have oeen made to tne allowaole maximum enrienments given in (1)

(iii), page 18-4, and (1) (iv), page 18-5, to be consistent with the analysis given in Attachment 19 for the infinite array accident analysis calculations. 9 has been revised to incorporate additional calculations which were performed to analyze cifferent fuel assemoly cescriptions for the infinite array accident calculations.

These calculational results have been incorporated in the application for completeness.

Question Tne package contents requested by Westinghouse letter of October 4,

1983, has not been incluced in the consolidated application (Attachment 18, tabulation of authorized contents).

In the absence of this information, condition 5.(b)(1)(v) and 5.(b)(2)(111) will be

[]m deleted from the certificate of compliance.

Answer:

The package contents requested oy the Westingnouse letter of October 4,

1983, is no longer required.

This information was therefore deleted from the consolidated application.

8.

Question:

A detail of the packaging closure, similar to section A-A, Orawing No. 1596E22, Sheet 2 of 2, should be shown for each packaging mocel.

Answer:

Three bolting fixtures are currently used for the RCC containers.

The closure devices are, camlock and swing bolt and T-belt.

The camlock and swing bolt closures are being phased out by a new closure cevice described as the T-bolt.

Drawing SKD-86007 is submitted to describe the detail for this closure device.

This closure device is being installed on all purchased RCC containers.

Drawings for the swing bolt could not be obtained, but the closufe specifications for swing bolt are similar to the camlock closure.

This drawing is representative of the clamping frame assemblies for all RCC model shipping containers.

13. Question:

Answer:

Orawings No. SKE-85002 and SKE-85004 Sheets 1 and 2 were reviseo to include notes that specify welder and welding proceoure qualification requirements.

All welds conform to MIL-STD-2780 for weld and V

inspection.

The crawings should specify, by appropriate weld

symbol, the requirements for all packaging weld joints.

Answer:

Tne we10s and welded items that are not safety related, essential to the integrity of the shipping packaging, are not cescribed on the shipping packaging drawings.

Only those items and weld joints that are safety related are specifiec by the appropriate weld symool.

15. Question:

The drawings should identify the weld joints to be nondestructively examined, the method to be used and the code or stancard for the examination procedure and acceptance criteria.

Answer:

See response in Question / Answer No. 15.

16. Question:

Gasketed joints in the containment system should be sufficiently detaileo to show, as a minimum, the surface finish. and flatness

requirements of the closure surfaces, the gask'et sp2cification, and

'v' if appropriate, the method of gasket retention.

Answer:

Surface finish and flatness requirements for gasketed joints are only related to product quality.

Leak tightness of the container gasket is not required as part of the safety evaluation for these packages.

Therefore, gasketed cevices specificatica are not shown on the packaging drawings.

17. Question:

The drawing should provide, either by note or by cetail, tne marking and identification requirements of 10CFR 71.85(c).

Answer:

Drawing No.

SKE-86003 describes the marking and identification requirements of 10CFR 71.85(c).

These markings and identification labels are typical for all RCC model packagings.

The drawing should specify, eitner by note or by detail, the application of a tamperproof feature to satisfy the requirements of 10CFR 71.43(b).

Drawing No. SKE-86004 describes the application of a tamper safe seal, which is typical for all RCC model packagings.

19.' Question:

The drawing shoulo note the torque requirement for closure bolts and l

any other threaded devices that are part of the package.

Answer:

There are no torque requirements for closure bolts or any other l

threaded device for the packaging.

Closure bolts are tightened as l

required to assure that a good seal is made between the cover and case.

Due to the reoundant nature of these bolts, a few loose i

l closure bolts would not represent a safety concern.

1 Bolts that secure the absorber. plates also have no torque requirements.

In the event that cath bolts were removed, severe vibration would be required to move the absorber plate from its L

l slot.

The maximum length that the absorber plate could protrude l

(held within the slot by the container shell) from the slot is approximately 3 in.

Thus, the removal of these bolts will not represent a significant safety concern.

The only other threaded device of concern is the bolt that holds the clamping frame around the fuel assembly.

These colts are tightened as required to assure that the clamping frame is secured.

Clamping frame pads are then torqued to approximately 90 inch-pounds to secure the assembly.

This torque specification is to prevent damage to the fuel assembly.

20. Question:

l Specific sections addressing acceptance testing (of production units), maintenance program, and operating procedures should be added i

to the consolidated application to satisfy the conditions of subpart G, 10CFR Part 71 (see Regulatory Guide 7.9).

Answer:

~ Acceptance testing for Model RCC containers is accomplished oy a 100 I

percent inspection of each container in accordance with specification drawings.

All welds are visually inspecteo for completeness and O

component dimensions verified.

All Model RCC containers receive maintenance prior to each shipment in accordance with written maintenance proceaures.

Components are replaced, painted or repaired in order to guarantee the integrity of each container.
