Thank you for your letter of October 31,1997. The Statoment o/ Facts enclosed with your letter identifies some of the issues related to the recovery of power reactor decommissioning costs in an economically deregulated environment. As you know, on September 10,1997 (62 Federal Engister 47588-47606), the NRC published for comment proposed changes to its regulations on financial assurance requirements for the decommissioning of nuclear power plants. Any timely comments submitted by the New Hampshire Nuclear Decommissioning Finance Committee, or other parties, will be considered in the final rulemaking. The Commission appreciates your continued interest in this matter.
