ORDER SUSPENDING GENERAL LICENSE (EFFECTIVE IMMEDIATELY)

The enclosed Order is being issued in response to Panhandle N.D.T.

& Inspection, Inc.'s (Panhandle) having deliberately violated the requirements of 10 CFR 150.20(b) (1).

This regulation requires Agreement State licensens, such as Panhandle, to notify NRd of the intent to perform licensed activities in non-Agreement States where NRC maintains jurisdiction over the use of radioactive material in industrial activities.

On several occasions in 1991 and 1992, Panhandle made a conscious decision to violate this requirement.

This Order suspends Fanhandle's authority to conduct activities in non-Agreement States under the terms of 10 CFR 150.20.

The issuance of this Order does not preclude NRC from considering civil penalties or other enforcement actionn for the violations that led to this order or other violations discovered during its reviews of Panhandle's compliance with NRC requirements while conducting activities in Oklahoma or other non-Agreement States.
