By letters dated April 10,1993, January 3, February 11, March 24, and December 16,1994, March 31 and November 3,1995, February 27, October 3, and DeOamber 13,1996, July 8 and 11,1997, and March 2 and November 13,1998, Northeast Nuclear Energy Companv (NNECO) responded to Genenc Letter,(GL) 92-08, "Thermo-Lag 330-1 Fire Barriors,
l December 17,1992, and follow-up requests for additionalinformation dated December 21, 1993, September 19 and December 29,1994, September 20,1995, August 12,1996, and May 13,1997, in regard to Thermo-Lag 330-1 fire barriers installed at the Millstone Nuclear Power Station, Unit No. 2. Your July 8,1997, letter included a commitment to resolve all Thermo-Lag fire barrier issues before the restart (Mode 4) of the Millstone Nuclear Power Station, Unit No. 2, from the current outage.
The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your submittals. Your November 13,1998,, letter summarized the final corrective actions being taken to address the various Thermo-Lag issues which include removing Thermo-Lag, rerouting cables, using an attemative cooling water source for the emergency diesel generator coolers, and upgrading some Thermo-Lag inatallations to 1-hour and 3-hour ratings. The staff has determined that NNECO has provided the information requested in GL 92-08 and that the activities related to TAC Number M85571 are complete.
Please advise the NRC staff in writing if you change the plans or schedule detailed in your November 13,1998, submittal relating to the resolution of the concems identified in GL 92-08 l
and include the basis for any changes. In addition, all documentation related to the resolution of the ccncems with Thermo-Lag 330-1 fire barrier systems should be retained for future NRC l
audits or inspections. In addition, in accordance with GL 92-08, please advise the staff in l
writing when the actions described in your submittals have been implemented. GL 92-08 l
provides the Office of Management and Budget clearance for this inforrr stion request.
There remain open issues involving ampacity derating caused by the use of Thermo-Lag 330-1 that have emerged as a result of the GL 92-08 review effort. The resolution of these ampacity derating issues is being traced by TAC Number MA3392. In addition, you have requested four exemptions from 10 CFR Part 50, Appendix R, by letter dated July 12,1998.
One of the exemption requests, relating to the charging pump room, is an issue that emerged from GL 92-08. The staff is evaluating the exemption requests, including the issue that i
emerged from the GL 92-08 review, and its ort is being tracked by TAC Number MA2416.
