Dear Mr. Lyster:
This to acknowledge receipt of the changes to Revision 10 of the Perry Nuclear Power Plant Emergency Plan via letter dated May 1, 1992.
We have reviewed these changes to Revision 10 and have determined that they are acceptable and do not decrease the effectiveness of your emergency planning for the Perry Station.
The changes submitted included the following administrative changes and minor conservative revisions to selected Emergency Action Levels (EALs).
In this revision, the medical consultant is referred to by the letter of agreement instead of being formally named in the plan. ltn. addition, in the section of the EALs affecting an Alvet classification based on a high energy break outside of containment, the requirement for having annunciation for both differential temperature and absolute ambient temperature has been altered.
The classification is now made when one parameter's annunciator activates accompanied by a corresponding trend of;the other parameter.
The EALs for
" Hazards to Plant' Operations" have been expanded to' include flooding.
Also, the EALs based on groundwater lovel have been changed to allow a'better means of indication.
In accordarne with 10'CFR 2.790 of the Commissionis regulations, a copy of this letter will bo placed in the NRC's Public Document Room.
