REPORT OF MEETINGS WITH THE CLEVELAND ELECTRIC ILLUMINATING COMPANY (CEI) AND THE U.S. GE0 LOGICAL SURVEY (USGS) ON THE PERRY EARTHQUAKE CONFIRMATORY WORK ITEMS PROGRESS On April 18, 1986, the NRC staff met with the USGS and the CEI to discuss progress toward the completion of geology / seismology confirmatory work items documented in Section 2.5 of Perry SER Supplement No. 9 (SSER No. 9),

relative to the earthquake which occurred near the plant site on January 31, 1986 (referred to as the 1986 Ohio Earthquake and/or.the Perry Earthquake).

A sumary report of that meeting, prepared by Dr. P. Sobel (Engineering Branch, Division of BWR Licensing), may be found in Enclosure 1 to this report.

A second meeting to further discuss progress in the completion of the Perry Earthquake confirmatory work items was held with CEI on April 30, 1986. A Sumary of the April 30 meeting is presented below. A copy of the slide presentations given by CEI and its consultants during the meeting is con-tained in Enclosure 2 to this report. Enclosure 3 contains questions formu-lated by the NRC staff's structural design consultant (J. J. Johnson of NTS Engineering) provided to CEI at the meeting for response in its final report of the results of the Perry Earthquake confirmatory work. Enclosure 4 lists the April 30 meeting participants.

Sumary of the April 30, 1986 Meeting In sumary, good progress is being made by CEI and its consultants toward a timely completion of all Perry Earthquake confirmatory work required in SSER No. 9 for the " full power" licensing of Perry, Unit 1. CEI expects to submit its final report to the NRC staff by June 16, 1986. A sumary of the

salient points discussed at the meeting follows (see Enclosure 2 for further details)
1. Confirmatory work related to the relocation of one of the Engdahl seismic instruments and the modification of plant-specific Operating Basis Earthquake (0BE) procedures, (discussed in Section 3.7.3 of SSER No. 9), has been completed by CEI. The results of that work

was transmitted to the NRC staff by'CEI letter dated April 25, 1986, which is currently being reviewed by the NRC staff.

2. CEI advised that a final agreement has been reached with John Carroll University (JCU) with respect to the placement of a regional seismic monitoring network in Northeastern Ohio, for a period of 2 years.

The specific location of the five stations to be installed has not yet been determined. Data from the five stations will be transmitted directly to, and independently interpreted by, JCU. CEl's temporary free-field seismic monitoring network is still in place. A decision to retain the network, or to remove it, has not yet been made by CEI.

In view of the arrangements with JCU, it was suggested by the NRC staff that CEI consider maintaining its own controlled seismic moni-toring network outside of the plant boundary.

3. Weston Geophysical (Weston), a consultant to CEI, is assessing the effect of soil layers underlying a USGS instrument near the Perry plant. The USGS instrument which recorded aftershock ground motion recorded higher amplitudes above 20 bz than stations closer to the aftershocks.
4. Weston will review its records to determine if their instruments recorded a small earthquake (magnitude 9) recently discovered by the USGS in reviewing its instrtment data. The USGS stated that the earthquake occurred on March 12, 1986 closer to the Calhio injection wells than the cluster of aftershocks that have been recorded around the January 31, 1986 Ohio Earthquake epicentral location. Further, Weston is reassessing the location of two 1983 earthquakes (magnitude 2.5 to 3.0) which occurred in the Perry plant region.
5. Additionally, Weston is in the process of performing gravity and aeromagnetic surveys of the area around the 1986 Ohio Earthquake.

Modelling of the data obtained from the surveys will be used to look for subsurface structures which may be associated with earthquakes in Northeastern Ohio. Two Paleozoic formation boundaries are being mapped to look for evidence of subsurface structures. Reconnaissance mapping has discovered minor thrust faults which are thought to be l associated with glacial activity. One overturned fold and associated fault in the bedrock is under particular investigation. The NRC staff is scheduled to visit the area the week of May 12, 1986 to observe the area being investigated by Weston.

6. Gilbert Associates (Perry's AE) presented interim results of the quantitative assessment of plant structure and equipment seismic i margins. This work involves the modification of the time histories of in-plant recorded seismic data which postulates a higher amplitude- ,

longer duration earthquake. Comparisons of the modified data with the '

recorded in-plant data appear to indicate that higher amplitude-longer '

duration earthquakes have response spectral amplitudes similar to the January 31, 1986 earthquake at about 20 Hz. In the lower frequency range, the response spectra of the modified time histories showed somewhat higher response spectra than the recorded data, but

still well within the Perry seismic design. These interim findings provide information which suggest that an earthquake similar to the January 31, 1986 earthquake, but of longer duration and higher amplitude would not affect Perry plant much differently than did the January 31, 1986 earthquake.
