Docket No. 50-344 Subjec't: PROPOSED IMPOSITION OF CIVIL PENALTY - $80,000 This is to inform the Connission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $80,000 will be issued on or about May 13, 1986 to Portland General Electric Company. This action is based on the failure to maintain the control room emergency ventilation system in an operable status over an extended period of time. This system was inoperable because inleakage pathways existed and flow rates were excessive. In addition, system independence was compromised in that the two trains of the system were cross connected.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The schedule of issuance and notification is:

Mailing of Notice May 13, 1986 Telephone Notification of Licensee May 13, 1986 A news release has been prepared and will be issued 24 hcurs from the time the licensee receives the Notice. The State of Oregon will be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil penalty may be remitted, mitigated, or imposed by Order.
