ARKANSAS NUCLEAR ONE. UNIT NOS 1 AND_2 DOCKET NOS 50-313 AND 50-368

1.0 INTRODUCTION

By letter dated January 21, 1992, Entergy Operations, Inc. (the licensee) submitted a request for changes to the Arkansas Nuclear One, Unit Nos. 1 and 2 (AND-l&2) Technical Specifications (TS). The requested changes would revise the ANO-1 TS by add;ng a measurement range to the seismic monitoring instrumentation requirements and correct an errer in component nomenclature.

Additionally, a typographical error in the measurement range for ANO-2 seismic monitor 2XR-8347 is corrected.

2.0 EVALVATION The Triaxial Peak Accelerograph 2XR-8347 at AN0-2 is currently listed as having a range of.01-1.0.

This range is inconsistent with design and 9

technical documents as well as with other triaxial peak accelerograph ranges of.05-1.09 Ranges of.05-1.0g were submitted on March 23, 1976, for each of the triaxial peak accelerographs with the initial markup of the CE-STS.

This amendment corrects an apparent typographical error by changing the range of Accelerograph 2XR-8347 to.05-1.0g.

AN0-1 TS 3.5.1.13 provides minimum measurement ranges for different types of seismic monitoring instrumentation.

Currently, the range for triaxial peak accelerographs in use at ANO-1 is nct provided.

This amendment adds a range of.05-1.0g consistent with ANO-2 TS.

In addition, the nomenclature for Triaxial Peak Accelerograph 2XR-8347 is listed as 2XR-8437.

This typographical error is corrected.

The changes proposed by this amendment correct typographical errors and eliminate potential misinterpretation of the requirements.

The staff concludes that these changes are administrative in nature and are acceptable.

3.0 STATE CONSULTATION

In accordance with the Commission's rrulations, the Arkansas State official was notified of the proposed issuance of the amendment.

The State official had no comment.

4.0 ENVIRONMENTAL CONSIDERATION

The amendments change a requirement with respect to installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The NRC staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may bc released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure.

The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration and there has been no public comment on such finding (57 FR 7810).

Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.

5.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that:

(1) there is rcasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
