REQUEST FOR ADDITIONAL INFORMATION - COMANCHE PEAK UNIT 2, ACCUMULATOR LINE Af'ALYSIS (TAC N0. M81986)

The NRC staff has completed a preliminary review of your February 14, 1992 letter, requesting the applica' of leak-before-break methodology to justify elimination of acc;mulator line,,ipe whip restraints.
Based on the loads given in Table 4-1, the staff has verified the critical crack lengths presented in your submittal. However, the leak rates listed in Table 5-1 differ from the staff's calculated values by about 10 percent.
To verify the validity of Table 4-1, aad to resolve the dif ferences in the leak rate calculations, the staff requests the following additional information:
Safe Shutdown Earthquake (SSE) Load Modelling 1.
Describe in sufficient detail the SSE methodology used for generating Table 4-1.
Leak Rate Calculation 1.
Supply L/D and f values used in the frict:.nal pressure drop calculation n
for node point 2041, which leads to the resulting crack length for 10 gpm leakage reported in the first row of Table 5-1; also provide the corres-pondira values for pressure losses 6P, and APro pertinent to this node point.

Justify L/D - 40 as used in the submittal.
Studies ;ponsored by NRC (documented in NUREG/CR-3475 and CR-5128) indicate that flashing occurs at L/D - 12.
3.
Justify the number of 45* and 90" turns assumed for the flow path through the crack.
The reporting requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under Public Law 96-511.
We request your response to the qtiestions within 30 days of the receipt of this letter to enable the staff to complete its review in a timely manner.
