'p W ASHINGTON, D. C. 20555 May 5, 1992 Eg Docket No. 50-458 Gulf States Utilities ATTN:

Mr. James C. Deddens Sanior Vice President (RBNG)

Post Office Box.20 St. Francisville, Louisiana 70775

Dear h,

. Deddens:

SUBJECT:

CURRENT LICENSING BASIS WORKSHOP The Nuclear Regulatory Commission's Office of Nuclear Reactor Regulation is sponsoring a workshop on the subject of Current Licensing Basis (CLB), which will be held in the Regency Room of the Holiday Inn, Crowne Plaza, Rockville, Maryland on June 23-24, 1992. The purpose of this letter is to solicit your interest in this urkshop.

On March 14, 1992, NRC issued Generic Letter 92-03, " Compilation of the Current Licensing Basis:

Request for Voluntary Participation in a Pilot Program."

In that letter we discussed the CLB, its definition, and the Commission's interest in seeking volunteers to compile their CLB.

The purpose of the workshop is to en mine the CLB, and discuss how it is maintained, utilized, and changed over the life of the license.

In the workshop we will address such topics as amoilation of the CLB and the relationship between the CLB and the docket, the final safety analy;is report (FSAR), design document reconstitution (DDR) programs, licensee's commitment tracking systems, backfits, and license renewal. We envision the workshop will include both panel discussions and speakers on these subjects.

The success of this workshop is dependent on industry's interest and active participation. Accordingly, we request your recommendations for specific panel discussion topics, and the names of those members of your staff who will attend, and those willing to participate as a panel member. We request you provide this information to your project manager by May 18, 1992. A final agenda will be developed and distributed after we have considered your recommendations.

This request is covered by Office of Management and Budget Clearance Number 3150-0011, which expires May 31, 1994. The estimated average number of burden hours is 2 person hours for each licensee's response, including those needed to assess the request. This estimate of the average numbec of burden hours pertains only to the identified response-related matters.

Comments on the accuracy of this estimate and suggestions to reduce the burden may be directed to Ronald Minsk, Office of Information and Regulatory Affairs (3150-0011),
