I MONTHLY PROGRESS REPORT CONSENT ORDER NO. C-90-91-H PAGE 1 OF 2 RADIOLOGICAL INVESTIGATION AND REMEDIATION Final surytf of the uranium production area walls started April 21, 1992.

Approximately two thirds of the wall area was surveyed in April.

The top surface of the east and west docks were surveyed and cleaned during April.

The last of the radioactive contamination was removed from along Skull Creek on April 8, 1992.

This material was added to one of the three piles of soll previously removed from Skull Creek.

All of the soil samples from the north soil pile and the thorium pad area were counted in April.

Samples from the middle soil pile are currently being counted.

Necessary sorting of the piles will be performed when all samples are analyzed.

The majority of the soil analyzed to date has been option 1,

with a little option 2 material.

No option four material has been detected in the piles.

Repair and preparation of tank dikes on the north side of the property for storage of radiologically contaminated materials began April 27, 1992.

Kerr-McGee has decided to make identification, recovery and shipment of option 4 materials top priority for the remainder of 1992.

As a result, work will shift from current activities to areas where the potential for locating option 4 material is greatest.

NON-RADIOLOGICAL ASSESSMENT AND REMEDIATION A copy of the Stover & Associates report on Skull Creek is attached.

Surface water that accumulated on the waste pits and seepage from the f rench drain were transferred to holding ponds and neutralized.

No water was discharged from the nolding ponds in April.

It is expected the holding pond near pit 5 will be discharged during the first week of May.

Oil entering Skull Creek between pit 5 and the railroad bridge is being contained with absorbent booms.

Absorbent pads are being used to pick up the oil for storage in drums.

Samples were collected from the first filled drum and analyzed for TCLP organics and metals, and CLP ignitability.

Results were all below maximum permissible contaminant levels.

Progress on the remedial investigation (RI) and risk assessment (RA) projects continues.

Data has been transferred to Burns &

McDonnell (B&McD).

The RI and RA reports are scheduled to be submitted to the OSDH by May 29, 1992.

Evaluation of applicable technologies for waste pit remediation continues.

This information will be used to prepare a feasibility study (FS) report.

The east bank of the new Skull Creek channel and the slope northeast of pit 5 were seeded with a mixture of annual and perennial vegetation.

Top soil was added to select areas.

Permission was obtained from property owners to build a fence with access gates around the site.

ACTIVITIES PLANNED FOR MAY, 1992 1.

Survey and sample under uranium process buildine.

Complete analysis of samples from soil piles.

3.

Submit a proposal for an oil interceptor trench to the State.

4.

Submit radiologic cleanup proposal.

5.

Install a fence around the entire site.

Continue to recover oil f rom Skull Creek bef ore it leavet the site.

7.

Continue preparation of health physics program.

8.

NRC visit scheduled for the week of May 11, 1992.

Prepare road to dump area.

10.

Complete repair and preparation of tank dikes for storage of radiologically contaminated materials.
