SUBJECT:

REGION lli SENIOR REACTOR ANALYSTS i

i

Dear Mr. Franz:

As part of the NRC's probabilistic risk assessment (PRA) implementation plan, the Commission

[

has assigned two Senior Reactor Analysts (SRAs) to each Regional Office. The SRAs are primarily responsible for incorporating risk insights into the Region lli activities. They will

. routinely assess licensee event reports, plant events, inspection findings and enforcement actions from a risk perspective to better focus both your attention and our resources on the more risk-significant issues. The SRAs were selected based on their industry and inspection L

experience and are completing an extensive training program that included both formal 1

classroom training and on-the-job training to develop skills in PRA. The SRAs in Region lli are Sonia Burgess and Mike Parker.

I feel that there is a significant benefit to both the industry and the NRC in routinely including risk insights into our daily activities. To improve our_ ability to provide those insights, I have asked the SRAs to visit each power reactor licensee in Region til during the next six months to meet with your PRA staff, to discuss your initiatives in the risk area and to establish a dialog between the SRAs and your PRA staff. I feel that this interface between your staff and our risk analysts will provide a basis for better agreement on the importance of issues on which we routinely interact.

The SRAs will contact your staff to decide a convenient time to conduct these discussions. If you or your staff has questions regarding Region Ill's effort to incorporate risk insights into our processes, you can reach Sonia Burgess at (630) 829-9752 (e-mail: sdb2@nrc. gov) or j

Mike Parker at (630) 829-9757 (e-mail: mep@nrc. gov).
