Dear Mr. Keppler:
The purpose of this letter is to describe CEI's program for evaluation of the audibility problems encountered on evacuation of personnel f rom high noise areas, as identified in IE Bulletin 79-18 (Inspection Tracking No.
50-440/79018-BB). This information submittal satisfies Item B.2 of to our Operating License (NPF-45).
The program is divided into two major phases:
o Identification and correction of audibility levels in plant areas presently at anticipated maximum noise levels.
o Identification and correction of audibility levels in plant areas where anticipated maximum noise levels will not be achieved until reactor power exceeds 5%.
A.
Identification and Correction of Audibility Levels in Plant Areas Presently at Anticipated Maximum Noise Level.
Numerous changes and adjustment have already been made to the existing Public Address (PA) system based on the existing test and survey data.
A task force has been established to review the plant, and determine those l
areas where noise levels are not anticipated to increase over present levels. After those areas are identified we will use existing test and survey data, as well as additional survey data performed during the initial parts of the startup test program to determine additional required system changes.
All corrective actions within these areas will be implemented within 6 months of exceeding 5% reactor power.

Identification and Corrections of Audibility Levels in Plant Areas Where Anticipated Maximum Noise Levels Will Not Be Achieved Until Reactor Power Exceeds 5%.
Those plant locations identified above for which it is anticipated that noise levels will increase as reactor power increases (e.g., steam lines, feedwater pump area, etc.) will be surveyed during the startup test program af ter they have reached their maximum anticipated noise levels.
These surveys will be completed by commercial operation. However, since some of the surveys will not be completed until late in the startup program, and some modifications may not be possible except during an extended shutdown period, it is anticipated that all corrective actions will not be completed until the end of the first refueling outage. For those deficient areas where corrective actions are delayed until the first refueling outage, temporary administrative measures will be put in place to ensure those areas are evacuated if required.
This program was discussed over the telephone with Mr. W. Snell of your staff on May 5, 1986. This completes the actions required per item B.2 of Attachment 1 of the Perry Nuclear Power Plant, Unit No. 1, Facility Operating License (NPF-45).
