Dear Ms. Garde:

This is in response to your letter dated March 24, 1986, in which you requested, pursuant to the Freedom of Information Act (F0IA), any records regarding potential sabotage at the Comanche Peak nuclear power plant.

In a telephone conversation between you and David Meyer of my staff on April 1,1986, you clarified your request by indicating an interest in an incident at the Comanche Peak plant which may have resulted in a Commission notification within the last two months. In light of this conversation, the staff identified the three documents, identified on the enclosed appendix, which are now available for public inspection and copying at the NRC Public Document Room in file folder F0IA-86-208 under your name.

If after your review of these records you determine you wish any other specific documents, please submit another F0IA request.

This preliminary notification constitutes EARLY notice of events of POSSIBLE l safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is  ;

known by NRC staff on this date.

SUBJECT:

APPARENT ACT OF VANDALISM On November 8,1985, the licensee discovered that a large number of wires had been cut in the Automatic Turbine TestControl Panel in the Unit 2 Control Room. The nature of the damage suggests that an act of vandalism may be the cause. Although the panel is not safety-related, the licensee has started an investigation.

The licensee immediately notified RIV of this incident and will keep the region apprised of the results of the investigation.

IE, NRR and NMSS have been notified.

This information is current as of 2:30 p.m. CDT.

The state of Texas has been informed.
