NRC IN-0FFICE INSPECTION
This letter refers to the in-office inspection conducted by Ms. G. M. Good of
this office during the period May 6-16, 1991, of activities authorized by NRC
License No. NPF-1, and to the discussion of our findings held by Ms. Good with
Mr. T Walt and other members of your staff at the conclusion of the
inspection.
This in-office inspection was conducted to review the proposed Revision 6 to
Trojan Emergency Procedure (EP)-001, " Emergency Classification," submitted to
us by letter dated March 21, 1991, in accordance with 10 CFR 50 Appendix E,
Paragraph IV.B.
This submittal was considered to be a request for prior
approval under 10 CFR 50.54(q).
The results of this inspection are described
in the enclosed inspection report.
No deviations or violations of NRC requirements were identified within the
scope of this inspection. We did, however, identify several proposed changes
that were not consistent (in a non-conservative direction) with industry
standards (NUREG-0654, Revision 1, " Criteria for Preparation and Evaluation of
Radiological Emergency Response Plans and Preparedness in Support of Nuclear
Power Plants") and would constitute an unacceptable decrease in the
effectiveness of the Trojan Radiological Emergency Response Plan if
implemented.
As a result, we were unable to approve the proposed Revision 6
to EP-001.
We also identified several existing emergency action levels that
were not consistent with NUREG-0654. The results indicate a need for
increased management attention in this area to ensure that a conservative
approach to event classification is maintained.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
