Pursuant to the Board's Order of October 4, 1985, the Staff submitted a letter dated October 21, 1985 and attachments. Therein, the Staff advised in substance that the Applicants will be submitting by the end of 1985 a revised version of their environmental qualification report which would then be subject to the Staff's SER review, that the Staff is reviewing the Applicants' proposed revisions to the new section 5.0 of the onsite Radiological Emergency Response Plan as well as the Applicants' Emergency Plan Implementing Procedures and that its review is currently scheduled for publication in January of 1986, and that the x Staft, while having conducted a preliminary review, is continuing its review of Revision 1 to the Westinghouse Owners Group Emergency Response 8511070400 851104 PDR ADOCK 05000443 0 t*DR r N

l Guidelines. With respect to these identified submissions and review documents, except for those that relate to Emergency Plan Implementing Procedures,1 the Applicants and the Staff are directed to furnish copies of their respective documents when completed to the Board and to the parties.

We have reviewed the record and have concluded that the record needs to be reopened for the limited purpose of supplementation. It is not our intention, and we will not permit the retrying of issues heard before the closing of the record on August 23, 1983. After a prehearing conference, and after discovery, if any, a supplementary hearing will be ordered to take evidence on the above-identified matters pertaining to Contentions NECNP I.B.2, NECNP III.1 and NH 20,2 which involve 1
