BWR Thermal-Hydraulic Instabilities: Reauest for Extension Commitment Description The NRC issued Generic Letter (GL) 94-02 which requested each BWR licensee to take appropriate actions to augment its procedures and training for preventing or responding to thermal-hydraulic instabilities in their reactors.

Each licensee was also requested to install hardware to provide a long term stability solution. Pilgrim is currently implementing GL94-02 in accordance with Pilgrim Long Term Program item #504 (Boston Edison letter 98-117, dated August 31,1998). It is currently scheduled for completion by December 14,1998, based on a verbal extension to alloN assessment and correction of technical issues identified during installation and post work testing.

Extension Reauest Pilgrim Nuclear Power Station requests the NRC to extend the current December 14, 1998, completion date 48 days to February 1,1999. Pilgrim requests this extension because the j

implementation of the long-term solution has experienced unanticipated contingencies discussed below under Reason for Reauest. This extension does not impact safety because Boiling Water Reactor Owners' Group (BWROG) interim corrective actions continue to be in place pending long-i I

term solution completion.

Current Status The two period based detection system (PBDS) circuit cards are installed and connected to the input Local Power Range Monitors (LPRM). The fiber optic connector on the cards sends output to a data acquisition computer to monitor system performance. (PBDS does not generate scram or rod block signals). Reason for Reauest implementation was delayed by unanticipated contingencies during implementation.

Several d,elays rjuring Anal modification development and in parts delivery resulted in all implementation being scheduled for September,1998. This left no margin in the schedule to address emerging 4

contingencies during finalimplementation. As implementation progressed, an enhanced post-work test methodology was identifiad as necessary for the flow control trip reference cards and the need for independent verification of the PBDS modification was identified. Shortly before completion by November 30,1998, further unanticipated contingencies were experienced making that completion date unachievable. Spurious high-alarms occurred at a PBDS setting based on available startup and full power data. These alarms compel Pilgrim to choose new settings and validate the PBDS setpoints at rated power and from analysis of low power data.. Therefore, Pilgrim requests a 48 l

day extension of the completion date to February 1,1999.

Pilgrim is vigorously pursuing implementation and expects completion (system turnover) before the extended date.

Based on a telephone call between Mr. Alan Wang (NRR) and Mr. P.M. Kahler (Pilgrim) on November 25,1998, a verbal extension to December 14, 1998, was granted to diagnose and define the problems and corrective actions and the additional time necessary to achieve completion. This extension request to February 1,1999, is made in accordance with that t
