" POLICY STATEMENT ON ENGINEERING EXPERTISE ON SHIFT" The Sacramento Municipal Utility District heraby provides the information re-quested in Generic Letter 86-04, dated February 13. 1986, entitled, " Policy Statement on Engineering Expertise on Shift."

It should be noted that although the Generic Letter is dated February 13, it was not received until March 6, 1986.

The Rancho Seco Nuclear Generating Station currently utilizes shift technical advisors (STAS) with a minimum educational qualification of an engineering degree in mechanical, electrical, chemical or nuclear engineering from an A.B.E.T.

accredited university. The education qualification equivalency provisions of NUREG 0737, Item I.A.1.1 are not relied upon at Rancho Seco.

The STA position is not, nor is it planned to become, a dual role (SR0/STA) position as described in Option 1 of the NRC policy statement.

It is the District's view that the Operations Staff is best served by utilizing a separate STA position, consistent with Option 2 of the NRC policy statement, with the additional requirement of an engineering degree and the training neces-sary for an INP0 accredited Reactor Operator or Senior Reactor Operator License.

The District concurs with the NRC that the primary responsibility of an STA is to stand the watch and provide to the shift supervisor technical advice that will minimize the adverse effects of a plant transient and mitigate an accident.

At Rancho Seco this is accomplished by being in the Control Room evaluating the available instrumentation and control configurations during all planned transients and within ten minutes of notification of an unplanned transient or trip.

The STA makes an independent assessment of the plant conditions, then confers with the shift supervisor and provides whatever technical advice or recommendations that might better insure a safe conclusion to the transient event.

The STA further acts to minimize accidental transients from occurring by attend-ing all shift supervisor watch reliefs so as to provide additional continuity among the shifts.

This is made possible by requiring the STA watch to be forty eight hours in length which yields a nominal six shift supervisor watch reliefs among three shift supervisors.

Generic Letter 86-04 The STA's involvement in shift activities ranges from observation to documented written reports of operator actions conducted on a random basis to insure spon-taneity and candid responses. The variety of STA functions throughout the shift add to his awareness of the plant configuration and serve to enhance the pro-gression of shift to shift activities.

During the course of the normal eight hour operating shifts, the STA will evaluate and record key plant parameters observed in the Control Room.

These recorded observations are compiled in the morning and are used in the 0815 Rancho Seco management meeting to discuss current plant status and plan a course of action for the day's operation and maintenance activities.

During the watch, plant surveillance procedures are run by the Operations Department to satisfy technical specifications. The STA will randomly select procedures to observe and record comments to be used by the Technical Support Group and Operations Group to improve the surveillance proced-ures. Plant tours are made and observations / actions are recorded for review by management to provide an engineering view of plant physical conditions within the plant and about the site.

Throughout the calendar quarter the STA is assigned Operational Quality Control functions to perform that have the STA verifying Operations Department compliance to valve lineups, switch positions, administrative procedures, and standing orders so as to provide to the Operations Supervisor improvements to procedures and assurance of procedural compliance.

The performance of these functions assures an early assessment of plant condi-tions that provides to the shift supervisor the additional continuity among the chifts.

Office work when not on watch supplements the STA on-watch functions, thus add-ing scope to the job and a range of industry related knowledge beneficial to a shift supervisor when faced with unique operations and maintenance activities.

The STA group is the organization which evaluates INP0's "Significant Operating Experience Reports," "Significant Event Reports," and "Significant by Others" and recommends changes to procedures, training and plant configuration based on those evaluations. The STA group is one of several within SMUD that responds to NRC Information Notices and Inspection and Enforcement Inspection Reports.

Reactor trip and transient reports are written by the STA on shift when the event occurred.

The STA supervisor is a member of the Plant Review Committee and three STAS are PRC alternates.

There are currently no plans to alter the current STA program to take advantage of the flexibility provided in the NRC policy statement.
