Dear Mr. Robe' ts:
The Uranium Recovery Field Office is in receipt of your November 4,1985 submittal concerning voluntary reclamation work on the unnamed heap leach l
site.
Your submittal discusses option No. 2 of our September 24, 1985 correspondence and therefore represents a viable reclamation option.
Our staff review of the submittal is complete and indicates that your proposal to cover the heap leach pad with I foot of soil would adequately isolate the residual material in accordance to the requirements of 10 CFR 40. The staff review also indicated that the proposed diversion ditch on the east side of the reclamation area may adversely impact the l
long-term stability of the proposed reclamation to an extent that is I
greater than if no diversion structure were constructed.
The staff would therefore recommend that the diversion ditch be eliminated and the f~')
confluence with the reclaimed area and the upstream area be graded to allow sheet flow to occur over the reclaimed area.
Our storf review further concluded, per our instructions in our September 24, 1985 correspondence to you, that your plan adequately addresses the need to assure against toe, otential of detriment to the public health and the environment.
