As a
result of our conversation of September 24,1985, l
Northeast Nuclear Energy Company (NNECO) has evaluated the l
Staff's desire to substitute a
statement relating the K-effective of the apont fuel storage pool to the individual bundle K-infinity values for the stored fuel. This addition is felt by the staff to be necessary because of the removal of the present specified value for the U-235 loading in grams per axial centimeter.
to read as: "The K The proposed wording in Section 5.5.B.
of the spent fuel storage pool shall be less than or equal,kb 0.90.
This k
value is satisfied if the
- maximum, exposure-dependIkk K-infinity of the individual fuel bundles is,< l.35." is acceptable to NNECO.
The fuel racks at Millstone Unit No.1 were not designed and built by General Electric Company (GE)4 y) but by NUS Corporation.
Analysis of the existing racks demonstrated a K-infinity value of 1.4 and an evaluation of the NUS method of calculation versus the GE method has been performed. The methods of calculation and their results are consistant such l[
that a value for bundle K-infinity of 1.35 is valid and acceptable to NNECO for th. xi ting spent fuel racks. Fot GE designed fuel racks, the'l bundle K-infinity la 1.31 as
\\t f,
described in the GE Standard Applications for Reactor Fuels g -)?
(NEDE-24011-P-A).
At present, all GE fuel is designed to
- >e within the 1.31. envelope. Thus, significant margin exists to i
l the Millstone 1.40 value.
Compliance is assured by verifying that the K-infinity value, contained in GESTAR, for the fuel to be stored is less than or equal to the K-infinity limit of 1.35.
This merely changes the method of assuring compliance with the storage reactivity criteria and the revised method is based on approved calculational methods, i
