TELEPHONE CONVERSATION ON UMTRAP STATUS - APRIL 30.-1985 Maintenance & Surveillance (M&S) Plan We discussed this plan, which is undergoing NRC review in house. Arthur indicated that he would like to meet with us regarding our comments. We established June 13, 1985 for that meeting.

Memorandum of Understanding (MOU)

Arthur indicated that DOE has accepted the inclusion of NRC on concurrence for each site's Remedial Action Inspection Plans (RAIPs) in the MOU agreement. This will enable us to execute our concurrence on performance of-remedial action for each site by concurrence with each site's RAIP.

In addition, the review time-for the draft RAP has been extended tn a range of 45-60 days to be determined on a site-specific basis. These cover two of the most significant NRC comments remaining in the MOU. A revised MOU should be transmitted to us by express mail either 5/3 or 5/5.

It is hoped that NRC will be able to concur in this version.

DOE Schedules I informed Arthur that the NRC viewed the April 16, 1985 submittal as the O() - formal DOE statement of submittal of documents for NRC reviews. He indicated that the COR schedule, which he sends periodically is the dependable one.

I requested that he confer with K. Carlson to determine that the schedules are indeed consistent with each other, and to alert me immediately.

I informed him that we were allocating resources based on the April 16, schedule and that we neeued to know whether it was the official one or not.

Incomina_ Documents Per the provisions of che proposed MOU, the Shiprock draft RAIP and Environmental Health and Safety (EH&S) Plans are being expressed mailed tn NRC today. The MOU provides for 21 days to review and comment on these plans.
