ASME CODE REVISIONS TO THE DESIGN RULES FOR PIPING SYSTEMS New rules for the design of ASME Class 1,2, and 3 piping systems were published in the 1994 Addenda of Section ill of the ASME Boliar and Pro 6sure Vessel Code, and were set:7suy i

I made part of the 1995 Code,.~ On May 24,1995, the NRC provided a summary of technical comments that led the staff to conclude the new piping rules were not soceptable and on May 25,1995, the NRC met with representatives of ASME to discuss the NRC's technical.

oomments. Subsequently the ASME established a Special Working Group (SWG) under the l

Subgroup on Design (SGD) to reexamine the piping design rules and recommend an appropriate action to the consensus committee. NRC designated two representatives to serve -

as observers on the SWG and to perform liaison activities with the SWG. In addition, NRC oc,mmitted to provide the SWG with information from an ongoing NRC research program that was investigating the seismic analysis of piping and the impact of the new design rules on the overall safety margins in piping systems.

I As you are aware, NRC liaison actiMies with the SWG have continued over the past two years.

Trip reports, summarizing the NRC observer's understanding of SWG activities and areas where staff concoms with the evaluations and decisions of the SWG remain, have been provided to NRC management and ASME Extensive work has been conducted by the Energy Technology Engineering Center (ETEC), under contract to NRC, to evaluate the technical basis for the new 1

piping seismic rules. This work has undergone peer review and has been made available to the 1

SWG, where it has received detailed scrutiny, Although the ETEC evaluation has not boon l

published as a final NUREG document, we believe it provides solid technical support for the NRC staffs conclusion that the technical basis for the new piping seismic rules was incomplete.

At this time, we believe NRC liaison activity has accomplished its intended purpose and that valuable technicalinsights developed by NRC have been provided to the SWG, Accordingly, we believe it is appropriate for any further development of piping doeign criteria to be pursued as i[

part of the normal code development process. NRC will continue to participate in the code g
