TRANSFER OF UMTRAP WORK TO URF0 0

Tais nn orandum is to confirm Mr. Brownias's decision re9ardins transfer of responsibility and authority for the conduct of UMTRAP work to your office.

Your office will *,ake on responsibility for site-specific casework actions while NMSS remains responsible for general program management and generic matters.

The principal responsibilities to be carried out by your office ils the UMTRAP program are to concur for the agency in the selection and perfonnance of site-specific remedial action, concur in the determinations of completion of remedial actions, and to issue a license to the Federal agency that assumes custody for maintenance of the completed remediated sites._ The authority to perform these specific functions delegated to me by the Director, Office of Nuclear Material Safety and Safeguards is hereby redelegated to the Director, 3

Uranium Recovery Field Office.

-Mexican Hat. UT; Monument Valley, AZl and Falls City TX. Actions for those sites remain the responsibility of NMSS until September 30, 1986. Ted Johnson of WMGT is available to assist with surface water hydrology reviews during FY-86. On October 1,1986 URF0 will be res)onsible for independent performance of all site-specific review work.

Responsi)ility for the Falls City, TX site may be transferred to URF0 during FY-86 if the work can be reasonably acconmodated.

Also as we have agreed. URF0 is now responsible for all vicinity property remedial action reviews (at all sites) and all reviews of construction work in progress at processing sites (except Canonsburg),
