Subject Spent fuel Shipment At approximately 5:55 p.m. on October 7,1982 Governor Hugh Carey of New York issued an executive order banning a shipment of spent -fuel,~ enroute ' '

from Chalk River, Canada, to the DOE Savannah River Plant.which would have gone through the state of New Yort on October 8,1982.

The order'was issued because the shipment was scheduled to stravel on a non-interstate highway for a short distance in the state.

Media interest is unknown at this time. The licensee is not issuing a press release. A press. release is not planned by the NRC.

This Preliminary Notification is issued for information only. Region 1 received notification of this pvent from the licensee at 9:00 a.m. on October 8, 1982.
