Needed Timely Approval of General Atomics' Site Decommissioning Plan

Dear Ms Ten Eyck:

In response to comments fro)m NRC staff, plan for de By letter dated So)tomber 30,1996, General Atomics (GA submitted a revisions to this plan were submitted one year ago this month (l.o., in December 1996). Then, following very valuablo and useful visits to GA s site by members of your staff on February 3 5,1997 and by NRC Region IV staff on February 4 5.1997 to discuss the decommissioning plan, further revisions were submitted to NRC in April 1997. In July of this year, GA was of the understanding that: 1) the internal technical review had boon completed,2)ld be issued shortly. However, thoro woro no romalning open issuos, and 3) a licenso amendment approving the plan wou has not yet obtainod approval of the plan. (The Stato of California approved the plan in August, 1997.)

Currently, it is GA's understanding that very little remains to be done to completo approval of the plan, and that the delay is a mattor of priorities. While GA realizes that there are many important tasks competing for the attention of your staff, and that they havo numerous other priorities, tho delay in getting GA's decommissioning plan approved has now reached a Solnt whero it will very soon begin having significant nogativo impacts on current decommission-ng staffing lovels, scheduto and total decommissioning costs.

The purpose of this lottor is to appeal for your assistanco in obtaining the priority required by your staff to finish the nearly completed, and urgently nooded, approval of GA's decommissioning plan. Having said that, I would also like to take this opponunity to gratefully acknowledge the cooperation and assistanco provided to-dato by your staff that has lod to the improved plan now awaiting official approvalin tho form of a licenso amondment, if you have any questions rogarding this request, I would bo aloased to discuss inom with you.
