I TECHNICAL SPECIFICATIONS TASK FORCE MEETING

SUMMARY

December 2 and 3,19g7  !

Meetings between the NEl Technical Specifications Task Force (TSTF), and NRC staff were held on December 2 and 3,1997. The attendees list is Attachment 1.

December 2,1997,1:00 p.m.  ;

The meeting was called to order and introductions were made. There were no objections to the meeting summary of the October 1 and 2,1997 Joint NRCfTSTF Owners Group meeting.

The following involves discussion of travelers pending NRC or TSTF action. ,

  • TSB-011 has been converted into an industry traveler, which is currently being reviewed by the Owners Groups and should on sent to NRC in February 1998. The new TSTF traveler will combine TSTF-086,121 and 167; as such, the Owners Groups have withdrawn these  ;

TSTF travelers.

  • TSTF 154, Rev.1: NRC's disposition was modify to include changes to the Westinghouse Yachnical Specifications. The TSTF agreed to modify and will submit a revision.
  • TSTF-023, Rev. 2: The TSTF provided Revision 3 to NRC during this meeting.
  • TSTF-036, Rev. 2: The TSTF has Revision 3 under review and will submit in the future, no further NRC review will be made pending receipt of Revision 3.
  • TSTF 052: Although NRC designatcd this traveler as modified on 10/24/96 and TSTF agreed on 3/28/g7 to submit a revision, the TSTF requested further discussion during this meeting. After discussion, NRC concluded that guidance for both Options A and B should be provided. TSTF agreed to submit a revision, to be discussed at the next Owners Group meeting.
  • TSTF 205: NRC found that the Westinghouse Channel Calibration definition was different
  • i from the definitions in the other NUREGs. The TSTF said this was due in pari to TIA 9900.

Agreement was for TSTF to propose Bases in Rev.1 modification to be contingent upon NRC correcting 9900 to be consistent.

  • TSTF 135: The TSTF provided partial responses to NRC questions during the meeting.

TSTF agreed to provide remaining response via Rev.1-some to be addressed in the justification. The NRC reviewer ar.d the WOG Chairman had a separate meeting, which did not result in additional agreements.

  • TSTF 111, Rev.1: NRC does not see this change as " fixing" a broken technical specification, and can not accept the change because it isn't specific enough. TSTF agreed to discuss amongst themselves and provide a response during the December 3 session of this meeting, but did not do so.
  • .TS fF Ogi, Nov.1: NRC rejected based on NRC reviewers recommendation. TSTF disagrees with the rejection and asked to meet with the staff at the December 3 session of this meeting. Dale Thatcher and James Lazevnick, NRC, joined the meeting on December 3, to explain their position for rejecting the proposed change. Their decision is based on this change isn't a safety issue; TSTF should re-review the need for this change.

  • T8TF 188: NRC reviewer recommends rejection because the proposed changes are -l superseded by TSTF 135, The T8TF disagreed and docussion ensued. The NRC reviewer i agreed to look at the pmpoecd changes again and respond during the December 3 session j

  • T8TF 171: Tee package is incomplete and it is not clear the proposed change is correct 9 l i applied. Therefore, NRC recommended rejection. The T8TF agreed to revise and submit j

- a modification.  ;

-* T8TF 190: The proposed change to remove statements repetitive of information in the Background section does not meet the staff threshold for ST8 changes. Therefore, NRC recommended rejection. The T8TF agreed to revise and submit a modification.  !

  • T8TF 191: NRC 9;-i- ced those proposed chsages and wW incorporate them into a working j draft.  !

  • T8TF 002, Rev.1: Was referred to the George Hubbard, Plant Systems Branch.  ;
  • T8TF 036, Rev. 2: T8TF will be providing a modification via Revision 3.

  • T8TF 065, Rev.1: NRC approved these proposed changes and willincorporate them into i i a working draft.
  • TSTF 198 through 203: There was discussion regarding whether these changes should  !

have been referred to the IEEE Committee for review by the technical revliner. The l Owners Groups felt they had IEEE Committee endorsement of the proposed changes that l

~ were docussed during a Committee meeting earner in the year. The NRC technical reviewer  !

explained that what was discussed and agreed upon at this meeting had been revised at a  ;

subsequent meeting where the Owners Group was not represented. The NRC is working j with the IEEE Nuclear Task Force Chairman to try to obtain a resolution to this issue. '

The meeting was adjoumed, to be reconvened on December 3.

The meeting reconvened with further discussion of travelers pending NRC or TSB action.

  • T8TF 027, Rev. 2: The technicai reviewer was unavailable to attend the meeting to explain  !

his position.- However the TSB reviewer explained that the comments made on previous  ;

submittels of this proposed change are still valid and recommended rejection. After l

. discussion, the TSTF agreed to modify and submit a revision package.

  • -- T8TF-092, Rev.1: The traveler was referred to the Containment Systems Branch. A - ,

technical recommendation is awaiting a Commission Staff Requirements Memorandum on i

- : Low Power ano Shutdown Rule.

  • . . T8TF 118, Rev.1: NRC recommended a modification to the proposed changes to include  !

the Bases for Surveillance Requirements as well as the LCO; the NOTE discussion should ~  !

be consistent. The T8TF agreed to modify and send a revision package on December 4.  !

  • EDIT-006: Still pending TSTF review.  !

  • EDIT 407: TSTF has incorporated this proposed change into a WOG traveler that is under [

Owners Group review.

  • EDIT 008: TSTF epp.ce:d proposed changes. This meeting summary will serve as receipt of notification by NRC. ,
  • EDIT 011 through 013: TSTF does not have a record of receiving. NRC will make a

- duplicate copy and resubmit to TSTF.

i EDIT-014 and 015: TSTF approved proposed changes. This meeting summary will serve

  • EDIT-017 and -018: Still pending TSTF review.  !

+ EDIT 019: TSTF approved proposed changes, with the stipulation that TSB403 be ,

withdrawn because it proposes the same changes. NRC agreed to withdraw TSB 003.

+ TSB-001 through -015: With the exception of TSB403, which was withdrawn by NRC in lieu  !

of EDIT-019 being approved by TSTF, all proposed changes are still pending TSTF review. j The TSTF Indicated that a number of revised travelers and new travelers would be submitted early next year. NRC indicated that only those newfi proposed changes to technical specifications that demonstrate a critical need to correct the technical specifications because of a safety concem wil receive priority review.

The TSTF and NRC egreed that to facilitate a more productive meeting, the Owners Groups would prepare a list of travelers to be discussed, and send it to NRC well in advance of the next scheduled meeting, so that NRC could aiort staff involved with the review to be present to answer any questions the Owners Groups may h.;4 about their recommendation. The Owners Group agreed to include on the list a subject and comments for each traveler to be discussed. The next meeting of the NRC/TSTF Owners Group is tentatively scheduled for March 18 and ig,1998. The room number will be announced at a later date.
