IMPLEMENTATION OF TITLE I PROGRAMS FOR URF0 1 have evaluated the Title I program objectives for this fiscal year to detennine to what extent URF0 could best incorporate Title ! Projects i
into our caseload as a means to supplement our declining caseload and also provide for the best utilization of NRC resources to complete its obligations under Title I.
To establish my projections I have made three basic separate evaluations.
1.
What steps and resource requirements are necessary to perform a Title I review beginning to end?
2.
What amount of resources and technical expertise is available Q
from URF0 during this fiscal year?
3.
What are the NRC obligations of the Title I program during the remainder of this fiscal year?
Each of the above topical areas is evaluated below.
I have utilized this infonnation to formulate a recommendation as to the scope, extent and specificity of Title I caseload and administrative responsibility tl.at should be transferred to URFO.

The WMUL estimates were derived from past experience taken from the PPSAS caseload tracking system, in general the staff estimates are half what is taken from the PPSAS system.
There is some concern that the PPSAS estimates are in error especially as exemplified in the high hours for Groundwater reviews taken from the PPSAS system.
My conclusion is that a conservative estimate would lie somewhere between these hours with the exception I have halved the hours to complete a groundwater *eview.
There are obvious delays between the DEA and DFEA and similiarly for the
-EIS to allow for public comment.
If an EIS is to be issued then an additional-step of a PDEIS is added. My estimate is that in a straight OFC NAME :

Reaso'1 ably Phase 11 would involve site evaluations during reclamation activities.
Since little activity in this area will occur this fiscal year and since the NRC has only had opportunity to evaluate construction of the Cannonsburg site no estimates are made of staff time needed.
The final Phase 111 would involve licensure of the site to DOE, This is not expected to occur for any site this fiscal year.
In general, it appears that a Title 1 Project would expend 0.5-0.75 sy of effort from beginning to end of Phase I and would require.1 sy of project management and.6 sy of technical review time.

The next question is whether we have enough technical staff time available.
The limiting areas appear to be surface water, ground water, and erosion reviews.
At the present (FY85)
URF0 has an estimated 1 sy (2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br />) available whereas utilizing the estimates in Section 3, 3490 staff hours of potential technical review time is needed.
Therefore, URF0 would have a shortfall of 3/4 sy (1400 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.327e-4 months <br />) in the technically critical review areas.
It makes sense to have the same group track all phases of a specific project. However, no action has been taken in Phase til (Licensing) 0FC NAME :

which is still dependent on an M00 and limited work on Phase !! will be required this fiscal year.
I propose that URF0 be utilized for Title I work in the following manner:
1.
NMSS should complete all Phase I reviews aspects of:
A.
Salt Lake City B.
Shiprock C.
Gunnison D.
Riverton This will require an estimated expenditure of 200+ technical Q
staff hours and 100+ administrative hours.
2.
URF0 should take over the Phase 1 reviews in FY85 of LAKEVIEW, DURANGO, TUBA CITY, GRAND JUNCTION, RIFLE, MEXICAN HAT.
In FY86 URF0 should take over Ambrosia Lake, Monument Valley and Naturita.
Although URF0 could have a net estimated shortfall of 1400 technical staff hours this FY bet I feel reasonably expected schedule slippage by DOE and availability of Technical Assist Contrects in URF0 to do Title 11 reviews could easily offset this shortfall.
Also, the caseload projections for Title Il work continues to-decline.

URF0 should over this fiscal year assume control of the Title I program.
We have adequate Project Management skills and staff technical hours available to enable us to work closely with NMSS/WMUL and DOE on the administrative and technical shift of function.
