Special Study Report - An Overview of Nuclear Power Plant Operating Experience Feedback Programs (AE00S602)

The Office for Analysis and Evaluation of Operational Data has completed a study of licensees' operating experience (0E) feedback programs. The final report addresses the peer review comments provided by NRR, IE and the Regions on the draft report. It also includes information. gained from further dis-cussions with INP0 and observations of an INP0 plant evaluation.. The final report contains several recommendations aimed at actions to improve licensee

Based on the study, it is AE0D's view that many licensee programs have not yet achieved effective performance levels in all areas. Most plants are making moderate, not extensive, use of their in-house operating experience and in general less use is made of the large body of knowledge associated with events that occurred elsewhere in the industry. Thus, there is not a high confidence that all the important lessons of operating experience are being thoroughly explored and used. The yield from the screening, assessment, and feedback activities of the NRC, INP0 and others in terms of voluntary changes in plant hardware, procedures and training programs by licensees, and the associated reduction in component failures .and plant events, seems smaller than expected.

In addition, the amount of operating information fed back directly to plant operators, trades personnel, technicians and other non-supervisory personnel is also less than expected. Finally, we found the large volume of operational e>perience feedback that licensees must deal with is degrading the effective-ness of the feedback programs. f Our assessment indicates that licensee OE review activities need further ed /

attention and upgrading. Licensees, assisted by the industry or the NRC, cji' can implement improvements within the existing NRC requirements, and they have the primary responsibility for implementing effective programs. monitoring the industry initiatives for about 2 years and then taking regulatory actions if the effectiveness of OE review activities have not improved. We have made recommendations for what AE0D considers, prudent staff actions in several areas.

Enclosure 2 attempts to identify the actions recommended in the study in terms of possible lead and support offices.

Copies of the report are being forwarded separately to INP0 and NSAC.

4 Enclosure 2 Recommended NRC Staff Actions Action Lead Office and Support Offices (a) Consider communicating the study IE lead, AE0D support conclusions to licensees and suggest liconsees review their OE review activities for conformance with the existing NRC requirements.

(b) Discuss industry initiatives AE0D lead with INP0.

(c) Consider revising the current IE lead, AE00 support OE reviews to include other than NRC feedback.

(d) Consider developing revised NRR lead, IE and AE0D support guidance for OE review activities for internal NRC use.

(e) Consider draftin IE lead, NRR and AE0D support module using (d)g an inspection above.

(f) Monitor operating experience AE00 lead, IE support and review OE review activities for effectiveness.

(g) Consider consolidating various IE lead, NRR and AE0D support NRC feedback systems (h) In conjunction with (g) consider AEOD lead terminating two AE0D publications.
