Dear Dr. Paperiello:

In Reference 1, the Nuclear Regulatory Commission (NRC) provided the United States Enrichment Corporation (USEC) with comments regarding the Certificate Amendment Request (CAR) submitted by x

USEC in Reference 2. USEC's responses to the NRC comments are provided in Enclosure L USEC is pursuing a revision to the original CAR submitted to the NRC in Reference 2. This revised CAR will be submitted to the NRC as soon as the necessary reviews and approvals are obtained.

The information provided in Enclosure I contains conunercial or financial information that is exempt from public disclosure pursuant to Section 1314 of the Atomic Energy Act of 1954, as amended, and 10 CFR 2.790(d)(1). USEC hereby requests that Enclosure 1 be withheld from public disclosure based.on the NRC transmittal (Reference 1) and the affidavit submitted by USEC to the NRC in Reference 2.

The only new commitment contained in this submittal is to revise the original CAR in accor. lance with USEC responses provided in Enclosure 1.
