'Jefinitizes Task Order No.1. This effort shall be performed in accordance with the enclosed Statement of Work.

The period of performance for Task Order No.1 commences on the effective date a shown above and will expire 16 weeks thereafter. This is a Time-and-Materials type task order and those contract clauses applicable to this contract type apply to this task order (e.g. FAR 52.232-

7 Payment Time and Materials and Labor Hour Contracts). The NOT-TO-EXCEED (NTE) ceiling amount for this task order is $38,027. Funds in the amount of $38,027 are hereby obligated for performance of this task order. The Contractor shall not incur costs for this task order which exceed this NTE amount'of $38,027. The contractor shall be paid in accordance with the following schedule which establishes fixed fully burdened hourly labor rates for this task order.

TASK ORDER TITLE:

FORMULATION OF A RISK-INFORMED INSPECTION AND ASSESSMENT CONCEPT BACKGROUND:

RES has underway a staff study, supported by contractors, to evaluate and make recommendations as to how to make the NRC inspection and plant assessment process more risk informed. This evaluation will consider both the scope of the inspection program (i.e., what aspects of nuclear power plant design and operations should be inspected) and the link between this activity and plant assessment.

OBJECTIVE:

The objective of this task order is to generate recommendations based on both plant-specific and generic risk insights, that will help formulate a risk-informed performance-based inspection and plant assessment concept. The output of this activity will help NRC focus inspection activities on risk significant areas, and enable NRC staff to better grade its response to inspection findings as a function of both risk and licensee performance.

WORK REQUIREMENTS:

In this task order, the contractor is to provide support to the staff's risk-informed regulatory concept development process. This support shall consist of documenting insights gaine1 from the contractor's experience in the United States or overseas in working to make inspection and plant assessment programs more risk-informed, including specific approaches for using the PRA models to assess plant performance. In addition, the contractor shall support the staff by participxing in " brainstorming" sessions to identify and critique attemative approaches to making NRC's inspection and plant assessment process more risk informed. The contractor will also support a site visit to assess application of proposed concepts to plant specific cases. The i

contractor is expected to document in a report, the conceptual approaches to risk-informed inspection and plant assessment and outcomes of the applications to plant-specific cases following a site visit. Additional support 'shall involve participation in meetings with industry representatives, NRC's Advisory Committee on Reactor Safeguards, and other such public 1

meetings.

1 DELIVERABLES:

The contractor shall submit all final reports and documents in draft form to the NRC Project l

manager. The contractor will provide on or before12/27/98, a draft report that summarizes plant visit findings and inspection and assessment recommendations based on both generic and plant-specific insights, The staff will provide comments to the contractor within 8 working days.

The contractor shall incorporate NRC comments on the drafts into the final reports and documents. A final report that reflects staff comments and feedback from peer review is due 1/11/99.

At the midpoint of the effort, the contractor will discuss with the project manager the preliminary comments and findings. This will facilitate ipformation exchange, resolution of any ambiguities j

and will maintain focus on the desired product.-

The contractor shall not publish or present'ihe results of work done as part of this contract in any public forum without prior written approval from the NRC.

TRAVEL: Assume three ' day trips for 2 people for meetings at NRC Headquarters, and a 34ay site visit.
