Dear Mr.-Denton:
The Toledo Edison Company plans to make the following long-term commitments in the area of primary system feed-and-bleed.
Additional blowdown. capability will be provided.
This blowdown capability will be redundant, safety-gr designed to blowdown to HPI operating pressure range.ade and The conceptual design is not complete, but.we would expect these new valves to be located on top of each steam generator.
These would be the only valves needed for feed-and-bleed.
The current PORV and High Point Vents would not be necessary
-for bleeding.
The schedule target date being looked at would
'be the next refueling outage (to begin'in early 1987).
Based on the changes above, no plans are being made for capability beyond that which we already have in our make-up system.
In the area of main feedwater system improvements, many of the changes we are doing in the short-term will help the
(-
post-trip availability of main feedwater (MFW).
This will i
help reduce the complications brought about by forcing the
. isolation of MFW during a transient shutdown.
For normal-power operation improvements,.-the new feed pump controllers
.were installed in the last outage.
Not enough testing was done to ensure the success of the MDT-20.
Currently the i
System Review and Joint Test Groups will ensure that hardware L
and controls are extensively tested and tuned.
Systems l
engineering and improved maintenance practices will :also resolve many past reliability problems.
l The B&W Owners Group is also putting a' program-tegether that will look for broader generic areas to improve MFW

I believe this subject will be discussed tomorrow (Tuesday) with Hal Tucker (Duke), the B&WOG

. Chairman.
Toledo Edison will support this effort.

' Finally, with regard to the retired startup feed pump, we will repower the pump by the next refueling outage (to begin early in 1987).
Control room operation of these valves will be provided to address all.of the high energy, moderate energy and seismic pipe problems that required the previous

lineup with operator action.
I Detailed design and schedules are not finalized; however, we will keep you informed of any necessary changes to the items above.
