PUBLIC NOTICE NRC STAFF PROPOSES TO AMEhD UPERt. TING LICENSE AT UFPSS - k'NP-2 The Nuclear Regulatory Commission staff has received an application dated February 27, 1985 from UPP55 for an amendment to the operating license for the WNP-2 located in Benton County, near Richland, Washington.

If approved, the amendment would amend the WHP-2 Technical Specifications.

The Technical Specifications as presently written contain the requirement to perform a monthly Channel Functional Test and an annual (during refueling, outage) Channel Calibration on the Pump Discharge Pressure-High (pump running) instrumentation. The present HPCS design incorporates mininum flow valve logic based on concurrent conditions of high pump discharge pressure and low system flow. The pressure switch which provides the high discharge pressure (pump running) input takes its signal downstream of the pump discharge check valve. Conseauently, upon securing the pump following closure of the test flow path, high pressure can be trapped downstream of the check valve and result in the minimum flow valve remaining open with the pump off. This necessitates oepressurizing the system to close the valve.

This amendment seeks to replace the high discharge signal with a pump running input taken from the pump breaker. Thus, the valve would open on low fluw and breaker c1csed (pump running) and would close on high flow or, with the breaker open. With this design enhancement, the pump discharge pressure-high signal would no longer be used or needed. The Supply System has requested NRC action on its request by June 20, 1985.

Following an initial review of this application, the staff has mace a proposed (preliminary) detemination that the requested amendment involves no significant hazards consideration. Under NRC regulations, this means that the i

proposed amendment does not involve a sigr.ificant increase in the probability or consequences of an accident, would not create the possibility of a new or different kind of accident, or involve a significant reduction in a safety margin.

The Supply System has reviewed this change per 10 CFR 50.92 and determined that it does nut:

1) Involve a significant increase in the probability or consequences of an accident previously evaluated because replacing an instrument signal with a non-instrumented signal does not degrade the HPCS system's ability to perform following an accident nor does it degrade the system pressure boundary; or
2) Create the possibility of a new or different kind of accident than ,

previously evaluated because the post accident ECCS function of the system will not be affected; or

3) Involve a significant reduction in a margin of safety because the proposed change will have no effect on the ability of the HPCS system to meet its associated ECCS injection functions.

The Commission has determined that due to exigent circumstances, there is no time to publish for public comment before issuance of its usual notice in the Federal Register of the proposed action. The exigent circumstances result from the fact that, while this amendment request was published in the Federal Register on June 4, 1985, insufficient time exists prior to startup to process the amendnents in accorcance with the normal procedures contemplated by 10 CFR 50.91(a)(2). Accordingly, the Supply System has requested that this amendment be processed on an exigent basis as contemplated in 10 CFR 50.91(a)(6).

.3-If the proposed determination beccnies final, the staff will issue the ar.er.cment without first offering an opportunity for a public hearine. An cpportunity for a hearing will be published in the Federal Register at a later date and any hearing request will not delay the effective date of the amendment.

If the staff decides in its final determination that the amendment does involve a significant hazards consideration, a notice of opportunity for a prior hearing will be published in the Federal Register, and if a hearing is granted, it will be held before the amendment is issued.
