ACTION ON PROPOSED RULE TO LIMIT THE USE OF HIGHLY ENRICHED URANIUM (HEU) IN RESEARCH AND TEST REACTORS At the neeting held in the ED0's Office on June 5 to discuss the Commission Paper on the sub,iect action, NRR was asked to provide comments on the proposed staff approach.
At the June 5, 1985 EDO meeting an approach was discussed, which included presenting two alternatives to the Commissioners:
- 1) withdrawal of the proposed rule and 2) puttino the proposed rule "on hold" while certain legislative action is pursued. NRR agrees with the approach proposed at the EDO meeting on June 5,1985 that the withdrawal alte iative, essentially as presented in the May 10 peper, is the staff's recomended alternative.

LIMITING THE USE OF HIGHLY ENRICHED URANIUM (HEU)
IN RESEARCH AND TEST REACTORS--WITHDRAWAL OF PROPOSED RULE AND REC 0tHENDATION FOR A REVISED IMPLEMENTATION 0F COPHISSION POLICY Attached for your consideration is a Comission paper which requests Comission of HEU in research and test (non-power) posed Part 50 Amendment to limit the u approval for: (1) withdrawal of the pro reactors, and (2) a revised plan to i
implement Commission Policy to reduce, to the maximum extent possible, the use of HEU in domestic and foreign research reactors. These reconnendations were developed after consideration of coments on the proposed rule and are con-sidered to be consistent with existing Comission Policy (47 FR 37007. August 24,1982).
The paper also makes a procedural reconnendation regarding security measures at licensed non-power reactors; namely, that the detemination, of what safeguard improvements, if-any are justified, should be made in a -separate rulemaking proceeding.
The package has been submitted for Office concurrences. Based on informal consultations, concurrence on the recomended actions is expected from all Offices. Minor coments are anticipated and these will be accomodated in pa-rallel with your review. A copy of the package had previou:1y been transmitted informally to the Department of Energy and IP is in the process of fomally requesting coments from the Department of State. Copies of the package have been infomally transmitted to the Cost Analysis Group in the Office of Resource Management and the Office of Policy Evaluation. -
