Dear Mr. Taylor:
This letter is in response to IE Bulletin No. 85-03 " Motor-Operated valve Common Mode Failures During Plant Transient Due To Improper Switch Settings". Con Edison, as a member of the Westinghouse Owners Group (WOG), has been participating in the WOG effort to develop generic methodology for determining the maximum differential pressure which would occur across motor operated valves within the scope of the bulletin. The scope of the WOG effort (item a. of IE Bulletin No. 85-03) was provided in a letter dated March 18, 1986 (OG-179) from Mr. L. D. Butterfield, Chairman, Westinghouse Owners Group to Mr. Thomas Novak, Acting Director, PWR Licensing - A.
That letter indicated that the WOG generic methodology was scheduled to be completed in April, 1986; accordingly, plant specific implementation of the methodology could extend beyond the reporting recuirements stated in the bulletin. The WOG methodology has recently been completed. Based on our review of the WOG final report, we expect to submit a report responding to item e of the bulletin, including the results of item a, and a description of our program to accomplish the remaining bulletin requirements, by August 15, 1986.
