EQUIPMENT QUALIFICATION BRANCH INPUT FOR SAFETY EVALUATION REPORT SUPPLEMENT e WNP2 DOCKET NUMBER 50-397 3.11 Environmental Oualification of Electric Eouipment Important to Safety and Safety Related Mechanical Equipment INTRODUCTION 10 CFR 50.49, " Environmental Qualification of Electric Equipment Important to Safety for Nuclear Power Plants," establishes deadlines for .

completion of the environmental qualification of electrical equipment.

License Condition (28) to Operating License NPF-21 of WPPSS Nuclear Plant No.

2 requires that prior to March 31, 1985, the licensee shall environmentally qualify all electrical equipment according to the provisions of 10 CFR 50.49.

Plants are allowed to operate prior to the deadline for qualification specified in 10 CFR 50.49, or any extension to that deadline granted by the ,

staff or the Commission, with equipment whose qualification has not been completed if it can be shown that such operation will not present undue ' risk to the public health and safety pending complete qualification. Analyses, called justifications for interim operation (JI0s), are required to be performed by the licensee to demonstrate the plant can be operated in a safe manner with the equipment not yet fully qualified.

The licensee has provided JI0s addressing the equipment for which an extension '

to the qualification deadline has been requested.

EVALUATION l

! respectively, the licensee requests that License Condition (28) be revised to extend the deadline for completion of environmental qualification to l

The JI0s are based on the criteria contained in 10 CFR 50.49(i).

The licensee has stated that all applicable Justifications for Interim Operation have been reviewed and had concluded that they will remain valid and effective until November 30, 1985. The staff has reviewed the information provided and concurs with the results presented.

CONCLUSION Based on the above evaluation, we conclude that continued operation of WNP-2 with the environmental qualification of the equipment identified above not fully established, will not present undue risk to the public health and safety.
