SUBJECT: SPECIAL TEAM INSPECTION OF EMPLOYEE CONCERN PROGRAMS AT SEQUOYAH

REPORT NOS. 50-327/86-29 AND 50-328/86-29

On April 8-11, 1986, a NRC team conducted a special announced inspection of

activities authorized by NRC Operating License Nos. DPR-77 and DPR-79 for

your Sequoyah facility. At the conclusion of the inspection, the findings were -

discussed with Mr. H. L. Abercrombie and those members of your staff identified

in the enclosed inspection report. Additionally, these findings were discussed

in a letter to you from J. M. Taylor, Director, Office of Inspection and

Enforcement dated April 30, 1986.

Areas examined during the inspection are identified in the report. The

inspection consisted of selective examinations of procedures and representative

records, and interviews with personnel.

Within the scope of the inspection, no violations or deviations were

identified. However, the NRC inspectors determined that a majority of the

Generic Concerns Task Force Reports reviewed were inadequate. Particular TVA

management attention should be given to comprehensively reviewing and

correcting these reports.

Additionally, the inspectors determined that documentation involving employee

concern activities, which was available onsite for review, had not been previously

provided to the NRC. This matter is discussed in the inspection report. We

have evaluated this inspection finding in light of the agreement between TVA

and NRC, as documented in a letter from H. R. Denton to W. F. Willis dated

September 26, 1985. We believe this information falls within the scope of this

agreement and, therefore, we request that following your actions to upgrade the

quality of these records that they be transmitted to the NRC for our review.
